California home health aide certification renewal: the 24-hour rule

November 6, 2026 · Benson HR

A California certified home health aide renews every two years with 24 hours of in-service or continuing education (CDPH 283C). Medicare-certified agencies also need 12 hours in each 12-month period. What to track and when.

California certifies home health aides through the Department of Public Health (CDPH). The certificate expires every two years, and renewal depends on continuing education the agency is usually the one providing. Here is the rule, the overlap with the federal in-service requirement, and the dates to track.

The state rule

To renew, a certified home health aide submits the Renewal Application (CDPH 283C) with documentation of 24 hours of in-service training or continuing education completed during the two-year certification period. CDPH accepts in-service training given by the employing agency as well as continuing education from approved providers; keep the certificate or the sign-in record with date, topic and hours for each session. An aide whose certificate has expired cannot be assigned as a certified home health aide until it is renewed.

The federal overlap

If the agency is Medicare-certified, 42 CFR 484.80(d) also applies: at least 12 hours of in-service training in each 12-month period, measured per aide. Twenty-four hours over two years satisfies the state total but can still fail the federal test if the hours bunch into one year. Plan 12 hours per year and both rules are met.

Dates to track per aide

  • Certificate expiration (CDPH).
  • Hours completed in the current two-year state cycle, against 24.
  • Hours completed in the current 12-month federal window, against 12.
  • The CDPH registry verification, re-checked at renewal.

Most agencies track the first and miss the second two until the renewal form is due. The clean fix is to log every in-service against the aide the day it happens, so the totals are always current.

Where it goes wrong

Three patterns come up in survey findings: in-service sign-in sheets with no hours or topic, hours completed but the renewal never submitted, and a certificate that lapsed while the aide kept working. Each is a documentation failure first, and each shows up in the aide's personnel file.

Tracking it

In Benson HR the HHA certificate is a compliance item with its own expiration, the in-service hours are logged per aide, and reminders go to the aide before the certificate expires with a link to upload the renewed one. The reminders page shows the schedule.
